The ACRS is required by-Oec1!io'n' S of the' 1978 NRC Authorization Act to review the NRC research program and budget and to report the results of the review to Congress.
In.or. der..to. perform this review, the ACRS must be a'ble to engage in frank discussions with members of the NRC Staff and such discussions would not be possible if held in public sessions.
