Dear Mr. Murphy:

This is in reference to your May 27. 1980 letter requesting information on the status of your license applir.atien to export a Waste Gas Management Treatment System to South Africa for use in the Koeberg Nuclear Power Station.

Your application was forwarded to Executive Branch agencies for review on March 19, 1980. However, for several reasons, Executive Branch response on your proposed export has been delayed. South Africa is not an adherent to the Nuclear Non-Proliferation Treaty (NPT) and has not taken the steps deemed necessary to resolve U.S. concerns regarding its nuclear programs.

Until the views of the Executive Branch are received, the NRC is not able to respond to your license request.

Accordingly, we are unable to give any assur-ances that this export application could be approved by November 1980.
