Dear Mr. Brunner:
In response to your letter dated May 23. 1980, and in acer rdance with 10CFR2.201, the attached reply addresses the Notice of Violation which was included as Appendix A of the referenced Inspection Report.
T.te noted violation was failure to maintain fire penetration barrier intagrity.
We have reviewed the referenced report for information st bject to claim from withholding from disclosure under 10CFR2.790 and ne such in-formation was identified.

.DUQUESNE LIGHT COMPANY Beaver Valley Power Station Unit No. 1 REPLY TO NOTICE OF VIOLATION Inspection No. 80-06 Letter Dated May 21, 1980 Description of Infraction (80-06-03)
Technical Specification 3.7.15 states:
"All penetrat, ion fire barriers protecting safety related areas shall be functional. Action: With one or more of the above required penetration fire barriers non-functional, a con-tinuous fire watch on at least one side of the affected penetration shall be established within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />."
Ihis requirement is applicable at all times.
Contrary to the above, the fire door in the Primary Auxiliary Building (PAB) listed below were found open and unattended on the dates indicated without adequate measures either established or implemented to assure that i fire watch was in effect.
Door to MCC Room.

Door between PAB and " Elevator" Staiteell.

Door between PAB and Pipe Tunnel.

(February 14 and 28).
Corrective Action Taken A tour of the Station was conducted on March 6, 1980, to identify fire doors that required maintenance.
A Maintenance Work Request (MWR) was initiated to repair the identified fire doors and to repair any future doors that become damaged.- The closure linkages were adjusted and/or replaced with heavy-duty mechanisms, where required, to ensure proper closure of the doors.
Action Taken To Prevent Recurrence To preclude the problem of fire doors inadvertantly left in the open position, the closure linkages have been adjusted or replaced, as necessary.
The Duquesne Light Company Construction _ Department has assigned Safety Engineers to tour the required areas to assure integrity of the fire barriers.
They are to immediately close any fire doors found open, warn any violators who prop-open fire docrs establish a fire watch (if neces-sary), and/or report any maintenance deficiencies for corrective action.

The subject of fire door integrity will be the topic of a future safety meeting for Duquesne Light and contractor personnel to reiterate the require-ments regarding fire barriers and doors.
Date Upon Which Full Compliance Will Be Achieved Compliance has been achieved in that'the deficient fire doors iden-tified at the time have been adjusted / repaired.
However, the nature of the problem is such that an ongoing program (i.e.:
increased surveillance during outage construction activities; ongoing MWRs for expeditious handling of subsequent repairs) has been initiated to maintain compliance.
