The following information is submitted in response to Item 2 of I&E Bulletin 79-27, " Loss of Non-Class lE Instrument and Control Power System Bus During Operation", and Attachment A of NRC Confirmatory Order of April 4, 1980.
Emergency procedures covering normal operating procedures and annunication response procedures have been reviewed by Bechtel Power Corporation.
Covered under normal operating procedures were procedures to achieve a cold shutdown condition including normal reactor shutdown and fast reactor shutdown.
Procedures did exist for both units of the Edwin I. Hatch Plant which covered, Loss of DC Busses, Loss of Instrument AC Busses, Loss of Vital AC Bus,-and Loss of Essential AC Busses. These procedures were speci-fically reviewed per sections 2a, 2b, and 2c of the I&E Bulletin and found deficient with respect tothe bulletin requirements.
Revisions to these procedures and a new procedure covering loss of non-essential AC busses have.now been placed into effect. The diagnostics, alarms, indicators or symptoms resulting from the review of item 1, the use of alternate indication and/or control circuits which would be available, where applicable, and methods for restoring power to the bus, are now detailed in these procedures for the busses. covered under I&E Bulletin 79-27.
The report which was previously mentioned in item 1 of our reply to the Nuclear Regulatory Commission on February 29, 1980, has now been revised to include the applicable annunciator response procedure to the alarms and/or indication which occur on a loss of a panel and the procedure for circumventing its loss and restoring it to nonnal operation.
This final report is available at the plant site for NRC review.
Based on this report and'the adequacy of the revised and new procedures, no design changes other than the previously mentioned item (LER 18016) are proposed for the Edwin I.' Hatch units.
