Dear Mr. Hazle:

I am responding to your letters dated March 17, 1980, and April 15, 1980, concerning the arrangements for NRC technical assistance on the Cyprus Mines Corporation proposed Hansen project and Pioneer Uravan, Inc. proposed San Miguel project respectively.

In accordance with the items outlined in your letter concerning the proposed Hansen project, please note the following comments:

The proposed schedule of review outlined in the NRC letter dated December 14, 1979, has been extended because further technical information from Cyprus has been required to consplete our review. For example, a geotechnical investigation report on alternative tailings management methods was given to the NRC staff on December 18, 1979. Additionally, parameters for the radiological assessment and an analysis of artesian uplift conditions at the proposed site were received on March 25, 1980. A meeting between the NRC staff and Cyprus was conducted on April 17, 1980, to resolve major technical questions so that the review can be completed and the environmental assessment report prepared. The final environmental assessment report will be sent to you as soon as possible; however, the specific date is contingent upon Cyprus submitting all required, additional information identified by NRC at the April 17, 1980, meeting. As agreed upon, the environmental assessment report will follow the outline presented in the NRC letter dated December -14,1979.

The NRC will perform a radiological assessment using the MILDOS code. The parameters used in the analysis will include the predicted doses to both individuals and populations.

Cyprus has provided the locations of the residences near the proposed tailings area. The results will be presented in the NRC's environmental assessment report.

individual dose commitments at the nearest residence resulting from the release of radon and its daughters from the Hansen Pit and Picnic Tree Pit mines. An evaluation of the impact of particulates released from the mines cannot be performed by the staff with current staff resource constraints.

Concerning NRC technical assistance on the Pioneer Uravan, Inc. proposed San Miguel project, the proposed schedule of review outlined in the NRC letter dated Decembcr 14, 1979, has also had to be extended. The need for additional information from the applicant caused some delay.

In addition, the dedication 'of effort to preparation of the final GEIS on uranium milling has also led to some slipp. age from the original schedule.

As indicated on the outline attached to the December 14, 1979, letter.

the NRC evaluation report will include a section.on the environmental consequences of plant and transportation accidents. However, due to limited funds and staff resources, NRC will not be able to provide evaluations of the operational stability of the solid and liquid waste confinement structures associated with the proposed itansen and San Miguel-projects pursuant. to your most recent request.

I hope this clarifies the scope of technical assistance we'are providing in evaluating the impacts associated with the proposed Hansen and San Miguel projects.
