NUCLEAR REGULATORY COMMISSION DRAFT REGULATORY GUIDE Notice of Issuance and Availability The Nuclear Regulatory Comission has issued for public coment a draft of a proposed revision to a guide in its Regulatory Guide Series together with a draft of the asscciated value/ impact statement. This series has been developed to describe and make available to the public methods acceptable to the NRC staff of implementing specific parts of the Comission's regulations and, in some cases, to delineate techniques used by the staff in evaluating specific problems or postulated accidents and to provide guidance to applicants concerning certain of the information needed by the staff in its review of applications for permits and licenses.
The draft, temporarily identified by its task number, OH 015-4 (which should be mentioned in all correspondence concerning this draft guide), is proposed Revision 1 to Regulatory Guide 8.12 and is entitled " Criticality. Accident Alarm Systems." The guide is being developed to describe a system acceptable to the NRC staff for meeting the Comission's requirements for a criticality accident alarm system.
This draft guide and the associated value/ impact statement are being issued to involve the public in the early stages of the development of a regulatory position in this area. They have not received complete staff review and do not i
represent an official NRC staff position.

Public connents are being solicited on both drafts, the guide (including any implementation schedule) and the draft value/ impact statement. Comments on the draft value/ impact statement should be accompanied by supporting data.
Comments on both drafts should be sent to the Secretary of the Comission, U.S.
Nuclear Regulatory Comission, Washington, D.C. 20555, Attention: Docketing and Service Branch, by July 25, 1980.
Although a time limit is given for comments on these drafts, comments and suggestions in connection with (1) items for inclusion in guides currently being developed or (2) improvements in all published guides are encouraged at any time.
Regulatory guides are available for inspection at the Commission's Public Document Room,1717 H Street NW., Washington, D.C.
Requests for single copies of draft guides (which may be reproduced) or for placement on an automatic distributica list for single copies of future draft guides in specific divisions should be mada in writing to the U.S. Nuclear Regulatory Comission, Washington, D.C. 20555, Attention: Director, Division of Technical Infonnation and Document Control.
Telephone requests cannot be accommodated. Regulatory guides are not copyrighted, and Comission approval is not required to reproduce them.
