Description of Event

.On.May 23, 1980, with Unit I at Hot Standby, the "1J" emergency diesel generator was being tested to prove operability following pre-ventative maintenance.. Prior to completion of the periodic test, 1-PT-82B,Lon.the diesel, the starting of a Reactor Coolant Pump caused the

- emergency bus to be separated from the normal power supply and approxi-mately. ten minutes later an inadvertant Safety Injection occurred. See LER 80-47 for details. During completion of the 1-PT-82B, it was found that the "1J" day tank level had decreased to approximately 425 gallons which is below the minimum required level of 750 gallons. The fuel oil transfer pumps should have automatically filled the emergency generator day tank but did not.

Probable Consequences of Occurrence The health and safety of the public were not affected since both offsite sources were available.

Cause of Event

The emergency. diesel-generator day tank did not contain 750 gallons because neither of the fuel oil transfer pumps refilled the tank either while the emergency diesel was running or after it was secured. This low level was discovered while the periodic test, 1-PT-82B, was being completed.' The periodic test also found that neither fuel oil transfer pump would fill the day tank. The breaker for one of the fuel oil transfer pumps,1-EG-P-1JA, was found to be tripped and required re-setting. The suction valve to the other transfer pump, 1-EG-P-1JB was found to be closed. The cause of the breaker for IJA being tripped

- could not be determined. The suction valve for IJB, 1-EG-293, was apparently left closed following maintenance on the diesel generator although the tagging report indicated that the valve had been reopened.

Immediate 'orrective Action The suction valve for the IJB f al oil transfer pump was opened and the fuel oil day tank was refilled. The breaker for the IJA fuel oil transfer pump was reset at the breaker panel and IJA pump current was measured and found to be normal.

Scheduled Corrective Action Since preventative maintenance had been performed on the diesel and the problems were discovered during periodic testing which was to return the diesel to operable status, no. future corrective action is scheduled.
