On 4/30/80, SCE&G reported a significant deficiency, as defined by 10CTR50.55(e), to NRC resident inspector Jack Skolds, on the shelf life of tapes used for 4f 3 vo terminations. . 3. Significant Deficiency Created and Evaluation , .

The result of exceeding the shelf life of the tapes is reduction of the adhesive quality. Centrol terminations and power terminatious outside of containment are covered with jacketing tapes with no concern for shelf life. The jacketing tape will hold the insulating tape in place, and therefore the termination will not fail. Power. circuits inside containment are covered with silicon rubber tape which does have a limited shelf life.

These terminations have been inspected and none have been found with poor adhesion. However, based on puzc5ase dates, there is a possibility that some of the tape had exceeded shelf life (3 years) when installed.

In worst case cond'tions, the tape could unravel and fall from the ter-T~~~~~

mination, which could result in the termination shorting out. Thie could result in failure of a safety related motor or a valve not operating which could adversely affect the safety'of the plant.
