G 7590-01 NUCLEAR REGULATORY COMMISSION INTERNATIONAL ATOMIC ENERGY AGENCY DRAFT SAFETY GUIDE Notice of Availability of Draft for Public Coment The International Atomic Energy Agency (IAEA) is developing a limited number of internationally acceptable codes of practice and safety guides for nuclear power plants. These codes and guides will be developed in the following five areas: Government Organization, Siting, Design, Operation, and Quality Assurance. The purpose of these codes and guides is to provide IAEA guidance to countries beginning nuclear power programs.
The IAEA Codes of Practice and Safety Guides are developed in the following way. The IAEA receives and collates relevant existing information used by member countries. Using this collation as a starting point, an IAEA Working Group of a few experts then develops a preliminary draft. This pre-liminary draft is reviewed and modified by the IAEA Technical Review Comittee to the extent necessary to develop a draft acceptable to them. This draft Code of Practice or Safety Guide is then sent to the IAEA Senior Advisory Group which reviews and modifies the draft as necessary to reach agreement on the draft and then forwards it to the IAEA Secretariat to obtain coments from the Menber States. The Senior Advisory Group then considers the Member State 4
consnents, again modifies the draft as necessary to reach agreement and fontards it to the IAEA Director General with a recommendation that it be accepted.
As part of this program, Safety Guide SG-G9, " Establishment and Purpose of Regulations and Guides," has been developed. The Working Group, consisting of Mr. U. r 7590-01 States of America developed the initial draft of this Safety Guide from an IAEA collation during a meeting on January 14-25, 1980. The Working Group draft was modified by the IAEA Technical Review CommitEee in a meeting on February 25-29, 1980, and we are soliciting comments on this modified draft. Comments on this draft received by August 1, 1980, will be useful to the U.S. representatives to the Technical Review Committee and Senior Advisory Group in evaluating its adequacy prior to the next IAEA discussion.
