Dick's qualifica-tions.

'le bpve reviewed Mr. Dick's qualifications relative to the cornitment in the Bechtel QA topical report BQ-TOP-1 regarding qualification requirements for key management positions in the quality groups which should include the Quality Assurance Manager. Part 2.5 of the topical report states:

The basic qualification requirements for key managenent positions in the quality groups are an advan:ed degree with five or more years of appropriata r.ar.aganent and q u iity assuranca experience, or a L che-lor's degree with eight or more years of appropriate experience.

Additional pertinent experience is considered in lieu of a bachelor's degree.

While Mr. Dick's~ experience in management and engineering is impressive, we note that no specific experience in the1 area of quality assurance is indicated.

It is requested that you provide additional infomation to substantiate the appointment of Mr. Dick as Quality Assurance Manager in the licht of the cited comitment in the Bechtel QA topical report.
