SUBJECT:

PRELIMINARY DRAFT LICENSE IMPACT ANALYSIS FOR THE MT. TAYLOR URANIUM MILL PROJECT, NEW MEXICO ENVIRONMENTAL IMPROVEMENT DIVISION (RADIATIONPROTECTIONBUREAU)

We have been unable to perform a detailed review of the subject document, primarily because of effort to provide to New Mexico a radiological assessment and tailings management evaluation of the proposed Gulf Mt.

Taylor Project.

However, a quick review of the document indicates that New Mexico appears to be on the right track in this effort to comply with the requirement (UMTRCA) for an independent documented assessment.

It should be noted that the draft License Impact Analysis was prepared prior to receipt by the State of information contained in our radiological assessment report, dated April 4,1980, and tailings management evaluation report, dated May 16, 1980.

Due to the press of other business, we will be unable to provide comments on the draft on a timely basis and recolimend the State proceed in finalizing the draft document for public comment without comment from the Uranium Recovery Licensing Branch.

This has been discussed with New Mexico EID (J. Mackin in conversation with H. Miller on May 20, 1980).

New Mexico stated that the assistance they needed most on the Gulf case has been provided in our previous technical assistance reports.
