Dear Governor Riley:

Pursuant to your request at the most recent meeting of the State Planning Council on Radioactive Waste Management, I have nominated Mr. John B. Martil to serve as my alternate for any future meetings I may be unable to attend.

As Director of our Division of Waste Management, Mr. Martin has had extensive experience,with the issues to be examined by the Council. As Commission Chairman, I will, of course, make every effort to attend future Council meetings personally.

I appreciated the understanding that you and other members of the Council showed a few weeks ago for the Commission's need to maintain a degree of independence as a regulatory body from the developmental aspects of radio-active waste management policy-making. Your support for Commission partici-pation on the Council as a non-voting observer was a thoughtful contribution to the free flow of ideas and information among all levels of government that we both agree is essential for truly national solutions to these important nuclear issues. No doubt the Council under your leadership will play a strong and constructive role in forging these solutions, and I look forward to working closely with you and other members of the Council and its staff in the months ahead.
