Dear Mr. Partlow:
In regard to your letter te Mr. Cunningham, dated February 22, 1980 dealing with the reviews and audits noted in 10CFR Part 70, I wish to assure you that our practice for some time has been to have a close out meeting with the responsible managers on the last day of audit investigations. Any deficiencies are documented, the accuracy is accepted, and a scheduled com-pletion date is established.
Jim, our internal audits use the plans, procedures, and regulations as standards with which compliance is judged. However, RECOMMENDATIONS have no official place in this process of evaluation.
Recommendations are not considered under 10CFR70, and even though they are welcomed, we must re-member they are of a voluntary nature, having no basis in regulation.
Statusing, dating and tracking of recommendations would stifle the free flow of suggestion and discussion. Such would be counter productive, therefore I request that you withdraw RECOMMENDATIONS from your statement.
