RE: FREEDOIL OF INFORMATION ACT REQUEST ENCLOSED

Dear Mr. Felton,

I am in receipt of the large parcel of document pursuant to my other requests for which I thank you.

As you can imagine, i

the time required for us' to work out the arrangement which 1

you most recently proposed (and I accept) has upset my schedule somewhat, so I have not had time to review all the. documents.

I hope I told you that they represented somewhat a " backlog" and rer, uests such as the enclosed should be less voluminous.

i To comply with your request to justify the requests, I have made with each of the enclosed, a short statement of justification.

I have made one 6xplaination for items 2 - 5, as a footnote on P.2, but for the final two pages, each request is defended in each request. Most are Licensee Event J

Reports.

Please contact me if there is any further effort I can make to help your staff.

The requests are helpful and obviously are the result of considerable effort in my behalf.

Sincerely, John F. Doherty

6. Letter from Richard E. 'Jcbb to !!nc (probably the Canbracts ' ranch) ansuorin-the liRC'O reasons "or rejectino his roccarch proposal "To Unlortal:o Theoretical Invenhi utions of 11uclear Ruaaway accidents in liuclear Power 7.eactors by the Univ of Massachusetts" In Coc.tentions $15 and 33, this Intervonor has raised issues on two defects in core neutronics calcuations.

The Gtaff ooposed.

Mr.1Jobb pronosed to show in his research what these defects were and their consequences.

The answers he cave will permit me to fight Utaff's opnosition~to the issue at the hearing, because nresumably many of their noints will_be those raised in 1977.

7. Iiotification from R.

'd. Riley (Vermont Yankecito itEC(Directorate of Licensing) of damage to fuel channels due to vibration, of 10/'2/7?

In the first part of Contention #25, this Intervenar has canorted vulnerability of the fuel as cablies due to bloc!:ane of these channels caused be damaFe to the reactor internals.

Vibration in one reactor (Drenien' 2 ) caused mnberial to be relcaso into the coolant w'lich could havo resulted in t' tic.

This short doc-ument will permit the Intervenor to ar;ue drosden was not an isolated case.

8.

300128022 Doc':ct 50-155. This is the follow-up on an LER where improper welding of control rod drive housing caused expansion a dislocation of the CRD housing.

This is relevant to show that a CRD housius may become displaced such that a control rod ejection is possible.

This intervenor'n contention #23 seeks to show a control rod ejection accident should be considered as a desian base' accident for this licensing, and this LER shows evidently iwrmer veldinr of the control rod housinr.

9 800128025G Doc' etS0-219, oyster Creek. LER of failure of safety relief valve to open 7n maintainance testing.

Contention #17 asserts a stuck steam valve may cause damage to the sunnression no,1.

The LER morcly confirms one recent IUR case where a crfety rolief valvo stuck closed.

The calcuations of a utility using S :: 8 B'.?R fuel could supoort or challenge the coatention.

If the latter,
