Dear Mr. Keppler:
At the request of Mr.
D. Danielson of your staff, Commonwealth Edison submits the following supplemental information in support of the materials submitted in References (a) and (b).
As has been stated in the references, a status report for Engineering Change Notices (ECN) has been developed on the LaSalle County project to facilitate auditing the status of specifications modified by ECN.
The ECN Status report will be reviewed thoroughly by the Architect-Engineer (A-E) for accuracy and completeress prior to initial issuance.
The Report will be reviewed, thereafter, on a monthly basis by the A-E prior to its periodic issuance.
This control is intended to assure the continuing accuracy and completeness of the listing.
In addition, the Commonwealth Edison Station Nuclear Engineering Department (SNED) will review t!.c status report in accordance with established departmental procedures to confirm the latest revised documents are in use.
At the construction site, procedures exist which require the incorporation of all ECN's into the design specification, with appropriate annotation of all design documents.
This existing procedural control assures that the latest revised documents are in use.
In addition, the site QA group performs periodic audits to assure that these proceoural controls are properly implemented.
The last such audit was conducted between February 28, 1980 and March 15, 1980.
In order to provide added assurance that the design documents in use on the construction site are up to date, a follow-up surveillance will be performed by the site QA group no 8006180 W K

In_the event this surveillance results in no significant findings, the procedural controls of design documents will be considered adequate and no corrective action will be required.
If, as a result of tnis surveillance, significant deficiencies are identified, the site construction procedures will be modified to require the quarterly surveillance of design documents using the ECN Status Report for guidance.
This measure will be in addition to the periodic audits and surveillance performed by the site QA group.
It is judged that this program addresses the concerns voiced by your staff, and will not disturb unnecessarily existing procedural controls now in use at the LaSalle County Site.
If our review of these controls indicates that additional measures are required, the remedial action discussed above will be taken.
