Dear Dr. Shum:

3 hereby protest the deciclon by I;RC to contract perfor-ance of the above referenced environ. ental in-act study with rak Ridge. The study will actu-11y be performed by Union Carbide Cor, ration in their capacity as contractors. This reeresents a direct conflict of interest due to Union Carbide'e significant invc1 vet.ent in the nuclear industry, carticularly nuclear fuel production.

Given the mblic's~present sensitivity to questions of nuclear safety 1 aa shocked that hRC uculd proceed in this manner.

1 further protest the manner in which I.RC alerted the people of Central Alabama of the pending " scoping meeting" which tenk place on Earch 27. The legal notice was virtually unreadable both due to the size of the advertise-nent and selection of tyeeface, and the wording of tne statament.

The follouing matters are requsted to be included in the environmental inpact state ent:

1.

Hou will the radicactive uaste discharged by the plant affect workers in deunstream industries which employ large quantitles of process water drvan from the river?

2 Hou will water-borne radioactive vaste from the riant affect municipal uater systems dounstream? What amount of nucicar raterial will be concentrated in municinal water filtration system? Hou will this affect both water treatment plant enployces and citicens using these uater supplies?

3 Ulli these uater-borne nuclear uastes collect in river sediment and be concentrated in that manner? Hou will antra.ls such as mollusks, insects, etc.

which live and/or breed in river sediment be affected? To uhat extent will radicactive manner be ingested and thereby concentrated in these aaimals and how will this affect the food chain--predators which feed on these creatures?

4. What will be the disposition of radicactive uastes discharged through the air? Hou will these be deposited, as indicated thrcush analysis of prevailing w ind s. In the event of heavy rainfall, heu uill these radioactive wastes be uauhed into stream:: and concentrated in that manner?
4. Hcu uill vater-borne nuclear uaste affect recreational users of the river, especially f isherman who eat fish caught downstrean f ro-the plant, and suiamers, es ecially children, who use the river?
