Dear Jim:

I have contacted the Nuclear Regulatory Comnission concerning your Resolution No. 27, 1980, which requests the Nuclear Regulatory Commission to require the operators of the Three Mile Island Nuclear Generating Station and other nuclear

facilities nationwide, to alert local civil defense authorities, within a 15-mile radius, of nuclear accidents when discovered cr.d of emergency conditions when ascertained. The Nuclear Regulatory Com=ission has already initiated actions that will satisfy the intent of your resolution. The following is a summary of the actions being taken.

All radiological emergency response plans for nuclear power plants prepared by Nuclear Regulatory Commission licensees, State and local governments are l

currently undergoing revision to upgrade the plans and thus improve emergency preparedness. The Federal Emergency Management Agency and the Nuclear Regulatory a

i Commission have recently published joint interim upgraded acceptance criteria for these plans (" Criteria for Preparation and Evaluation of Radiological I;

Response Plans and Preparedness in Support of Nuclear Power Plants," NUREG-0654, FEMA-REP-1, January 1980). The document is now being used in determining the adequacy of State, local and nuclear power plant emergency plans.

The document requires the use of four standard emergency classes. These classes in order of increasing severity are: Notification of Unusual Event, Alert, Site Emergency, and General Emergency. For the first three classes the licensee i

must promptly inform State and/or local authorities of the potential emergency condition.

For the General Emergency, the licensee must inform State and local authorities within 15 minutes of discovery of the emergency situation. For the first three classes, notification of the local offsite authorities is considered on a case-by-case basis and is based on the

integrated emergency preparedness program of the nuclear power plant operator, State and local agencies.

i The Nuclear Regulatory Commission's guidance for the size of the area for notification is based on a joint NRC and EPA report entitled, " Planning Basis for the Development of State and Local Government Radiological Emergency Response Plans in Support of Light Water Nuclear Power Plants,"

NUREG-0396, which recommends the use of an emergency planning zone of about 10 miles. This 10-mile zone is a generic recommendation, but to some degree it can be expanded or contracted by agreement between licensee, State and local emergency planners based on the unique characteristics applicable to each nuclear power plant site and its environs. In addition, existing civil defense systems may be used to extend area coverage.

City Council, being continuously concerned about the clean-up procedures at Three Mile Island, is forwarding you this resolution with the hope that you will support its content and work to assure that these procedures are established.

WERIAS on March 28, 1979, a nuclear accident occurred at the Three Mile Island Nuclear Generating Station which subsequently caused the release of radiation into the atmosphere of central Pennsylvania; and WERIAS. at that time local civil defense authorities were not notified of this accident at the time it occurred thereby delaying any action necessary for energy preparedness; and WEFIAS. during the week of Terbruary 11. 1980 radiatien was again leaked at the Three Mile Island Nuclear Generating Station through the course of the facility's clean-up procedures resulting from the initial accident; and WERIAS, again local civil defense authorities were not notified of this recent accident despite the profound concern of the general public that the facility still constitutes a threat to public health until all clean-up procedures are completed; and WERIAS, through its actions and conduct the operators of the TM1 facility have totally lost the confidence of and hmt demonstrated a total lack of credibility to the citizens of Harrisburg.

NOW. THEREFORI. BE AND IT IS HEREBY RISOLVED BY THE C0iNCIL CF Tus CITY OF HARRISBURG that Council requests the Nuclear Regulating Commismiu :n require the Metropolitan Edison Capany, operator of the Three."11e Island Nuclear Generating Station and the og erators of all other nuclear facilities nationwide to alect local civil defense authe-ities. within a fif, teen mile radius of said facilities. of nuclear accidents as quickly as possible from the time that such accidents are discovered and that they also be apprised of the nature of such accidents once diagnosed.:

BE IT TURTHER RESOLVED that Council determines this procedure as crucial to assure that adequate steps are taken in case of an emergency to protect the health and welf are of the citizens of surrounding communities.
