RESPONSE OF LICENSEES PHILADELPHIA ELECTRIC COMPANY ET AL., METROPOLITAN EDISON COMPANY ET AL.,
AND PUBLIC SERVICE ELECTRIC AND GAS CO. TO INTERVENORS' REQUEST FOR EXTENSION OF TIME Intervenors York Committee For a Safe Environment and Citizens For A Safe Environment ("intervenors") have requested a 21-day extension, to June 18, 1980, of the time' set in the Appeal Boards' March 7,1980 Order for-filing their proposed findings of
-1 fact in the generic radon proceeding.
While Licensees do not 1
oppose the granting of such an extension to intervenors (pro-vided that the same extension is granted to all parties) it is appropriate to indicate Licensees' concern as to the delays that extensions such as this have introduced in this protr.scted pro-ceeding.

The schedule for filing proposed findings of fact after the February 26-28, 1980 hearing was agreed upon at intervenors' insistance and was, to say the least, generous.
It gave inter-venors 90 days from the closing of the hearing to file their proposed findings of fact.
Licensees, which were given 60 days i
to file their proposed findings, filed on schedule.
The inter-venors have the Licensees' proposed findings before them and i
i presumably need only prepare a response to Licensees' findings.
Under these circumstances, the reasons advanced by intervenors for their inability to file their proposed findings on time appear singularly unpersuasive.
Licensees are also concerned that intervenors' request for and extension of time follows a familiar pattern of delays 1
introduced by the intervenors in this proceeding.
To name just one instance, the recent evidentiary hearing on the remaining alleged deficiencies in the Perkins radon record had to be de-layed by several months to accommodate the schedule exigencies of intervenors' sole witness.

Unless a)1 parties, and particularly intervenors, are required to adhere strictly to the schedules set by the Appeal Boards, resolution of the radon issue may be postponed even further than f.

Licensees urge the Appeal Boards to keep these L
concerns in mind should scheduling matters be brought to their attention in the future.
As noted above, Licensees do not oppose intervenors' motion i
as long as the 21-day extension of time is applied to subsequent filing by all parties.
