FEEDWATER TRANSIENTS IN OPERATING PLANTS SUBSECUENT TO THE ACCIDENT AT THREE MILE ISLAND, UNIT 2 As we discussed today, interrogatory 86 of the California Energy Commission (with regard to the Rancho Seco hearing) states:

" Describe any feedwater transients occurring in any licensed United States nuclear power reactor since the TMI incident.

In your answer, describe any responses made by NRC or the licensee, any safety pre-cautions which have subsequently been instituted to assure safe response to such transients."

As you know, unless I ask each individual licensee to provide a summary of all feedwater transients, I can not be totally responsive to CEC's interrogatory.

I am getting a list from MPIC of all reportable events (since March 28,1979) attributable to feedwater transients.

However, I expect that this list will be small.

In the case of B&W we do know which reactor trips have been caused by feedwater transients.

The plants, dates and causes of the transients are tabulated in response to our request for additional information dated September 28, 1979 (Lift frequency of PORY and Safety Valves). Some of the feedwater transients listed have previou.=1v sumarized in my sumary of our meeting on August 23, 1979 with the B&W licensecs.

Attached is a complete list of B&W operating plant feedwater transients as of October 26, 1979. Also indicated on the attachment are the transients for which I have already sumart:ed the events.

It is requested that your Project Managers review the transients which have not been summarized and provide me with a summary.

If possible, I would like this information by COB on November 27, 1979.
