Three Mile Island Nuclear Station, Units I and II (TMI-l and TMI-2)
Operating License Nos. DPR-50 and DPR-73 Docket Nos. 50-289 and 50-320 Definition and Use of the Term Operable This letter is in response to your letter of April 10, 1980, concerning the use of the term operable as it applies to the single failure criterion for safety systems in power re ctors.
Specifically, you requested Met-Ed to submit a change to the TMI-I Technical Specifications to incorporate the Model Technical Specifications and implement procedures to determine compliance, 30 and 60 days, respectively, after receipt of your letter.
TMI-I At this time we are performing review of the Technical Specifications (without STS) to determine which specifications need to be modified. These modifications are necessary to prevent shutdown requirements more conservative than are in Standard Technical Specificatio 3.
Therefore, we are requesting an extension for submittal of a change requer until September 30, 1980.
TMI-II TMI-II is currently operating under the February 11, 1980 order with the Recovery Technical Specifications. The Recovery Technical Specifications define
" operability" as is defined in the Model Technical Specifications. However, the only mode defined for TMI-II is the Recovery Mode. Therefore, no change to the Technical Specification is required.
