I!NESTICATION FINDINCE CONCERNINO SADOTACC ALLEGATION On March 1,1980, a Metropolitan Edison Company employee reported to an NRC inspector concerns regarding a recently rehired employee. The rehired employee is alleged to have told a control room operator that on July 13, 1979, he 1
entered the Three Mile Island site by boat, entered the pumphouse and tripped a Nuclear River Pump (NRP-1A).
An investigation was conducted by Region I.
The investigation found that the pump (NRP-1A) had tripped at 11:10 P.M. on July 13, 1979 and no mechanical or electrical reason had been identified as the cause.
The investigation further revealed that the subject did in fact tell at least three persons that he had been responsible for the pump trip.
The subject denied during an interview that he had actually entered the TMI site during this timeframe. However, the individual admitted that he had fabricated the story in jest and had told the story to friends.
Since the intake structure (which houses NRP-1A) is not located in either a Protected or Vital area and due to the absence of electronic and/or security force obligated surveillance, it would have been possible on the evening of July 13, 1979, to penetrate the area, enter the intake structure and iepart the site without being detected.
Tripping of this one pump would not effect the safe operation of the plant, however, if all four Nuclear River Pumps were taken out of service, a safety problem could exist.
This preliminary notification is issued for information only because of media interest which has been expressed.
