'l SUfEARY OF MARCH 5.1975 MEETING WITH ARKANSAS POWER & LIGHT COMPANY On March 5,1975, representatives of Arkansas Power & Light Company met with the staff to discuss the threadfin shad l

impingements being experienced at ANO-1. On January 9,1975, the staff made certain recomendations to AP&L to determine the significance of the shad impingenents and requested pro-posed changes to ANO-l's ETS. AP&L responded to our recommendations on February 14, 1975. The purpose of the meeting was to discuss with AP&L the programt;and measures which the staff believed

AP&L should implement to assess the long-term environmental impact of shad impingements at ANO-1. A list of attendees is enclosed.

A sumary of the salient points of the meeting follows.

1.

Disposal of Impinned Fish and Report level The staff originally recommended that the impinged fish not be returned to Lake Dardenelle. The Arkansas Fish and Game Comission indicated to AP&L that the impinged fish be returned to the lake.

It was' agreed that the applicant would consult with the Arkansas Pollution i.

Control Board, EPA and Fish and Wildlife to detennine the quantity of fish that could be returned to the lake and not cause pollution of the reservoit and downstream areas. The applicant will propose modified environmental technical specifications (ETS) regarding

the report levels for fish impinged (shad and/or non-i shad species) and maximum quantities of impinged fish which will be' returned to the lake before alternate-disposal methods are ised (based on seasonal variations i

Modification of Fish Impingement Sampling Methods The applicant indicated that proposed changes to the environmental technical specifications incorporating the staff recommendation of sampling three times per week for twenty-four hours with three-Jeight hour sub-samples would be submitted.

Thermal Monitoring in Illinois Bayou The applicant indicated that operating data had shown that the Illinois Bayou temperature is correlated to intake water box temperature and that monitoring of i

the Bayou is therefore not necessary. The staff requested that AP&L submit the operating data for its review.

4.

Threadfin Shad population Study i

After considerable discussion the applicant agreed to submit for staff review details of a threadfin shad population study. The applicant was requested that a proposed Special Study ETS also be developed and sub-mitted. The staff emphasized the importance of initiating the study as soon as possible to assure 5

sufficient data is available prior to next winter.

Swim Speed and Thennal Tolerance Study A proposed Special Study ETS for and details of a swim speed and thermal tolerance study will be sub-l mitted. The staff again emphasized the importance 1

of having data from this study prior to next winter.

6.

Documentation of Winter Dieoff of Threadfin Shad

!l The staff found the qualitative infonnation regarding winter dieoff rates of threadfin shad to be acceptable j

verification. The staff encouraged the applicant to investigate the possibility of quantifying the data j

in conjunction with its other studies.
