Attached find two (2) Technical Specification change proposals for your review. The bases for these changes are explained below. 1 Figures 3.5.2-1B, 3.5.2-1C. Note 2 on each of these tables should be  ;

altered such that withdrawal restrictions aro modified after 435 t 10 EFPD l rathcr then 435 EFPD. The variance in this period of burnup was taken l into account during the original calculations and development of the related I curves. This change will ensure that the required reduction to 50% power l to pull the rods can be accomplished on a weekend rather than a weekday and thus can be done without impacting the APSL grid during the weekday peaks. At present Cycle One has experienced approximately 345 EFPD, there- -

fore we request a timely review and response from you concerning this change.

Pages 73 (Table 4.1-2), 100. The Reactor Building Isolation Trip and Service Water System test frequency need to be changed to "Each Refueling Period" in order to agree with Technical Specifications 4.4.1.4 and  !

4.5.2.1.2.a.2, respectively. The diesel generators surveillance are procedurally required to be performed during ESAS test;. All ESnS tests l have been performed for the first refueling period, which includes an l integrated test of the diesels. If the Technical Specifications remain l as they are, a redundant test will be requireu on the diesels. The change I noted on page 100 (changing " refueling outage" to refueling period") will l eliminate the possibility of redundant testing. It is realized that, per l 45 E T A X P AYlNG. Phillips, the defin-ition of " refueling period" should be changed to accommodate a more specific time period. However, due to the timely manner in which we wish to have this request granted in order to eliminate the possibility of redundant testing, we are submitting our request at this time in accordance with the old format. Granting of this request does not super-cede that letter of June 7,1976, as another request concerning all surveillance requirements will be forthcocing by September 30, 1976.

Your expeditious review of these changes, as mentioned above, is requested.
