The U. S. Nuclear Regulatory Commission (the Comission) has issued Amendment No.13 to Facility Operating License No. DPR-54 issued to Sacramento Municipal Utility District, which revised Technical Specifications for operation of the Rancho Seco Nuclear

Generating Station, located in Sacramento County, California.

The dmendment is effCetive as of its date of issuance.

The amendment to the Technical Specifications incorporates

provisions for st'am generator tube inspection to be consistent with the guidance contained in Regulatory Guide 1.83, Revision 1, dated July 1975.

The application for the amendment complies with the standards and requirements of the At:mic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Commission's rules and regt.latio.ns in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the amendmer.: d:es not involve a sicnificant hazards consideration.

, Riin c-The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or 2;ative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
