Docket No. 50-312 Rancho Seco Nuclear Generating Station, Unit No. 1 Gentlemen:
Rancho Seco Unit 1 has completed all construction activities and has been operating at full power since March, 1976.
The personnel organization was con-ceived during the initial hiring phase in 1968 and has continued as described in the Final Safety Analysis Report Figure 12.2.3 and the Technical Specifications Figure 6.2-2.
Since Rancho Seco became commercial in March,1975, several unplanned personnel additions were necessitated.
The requirements became more operations oriented and obvious organizational changes had to be considered to optimize the internal personnel structure. Nuclear Utility Services Corporation was contracted to review the personnel organization and determine how changes could be made in a most efficient and safe manner.
NUS completed the work and submitted the conclu-sions to the District in August, 1977.
The reorganization was not started until af ter the September-November 1977 refueling.
It is the intent during 1978 for the Nuclear Operations Department at Rancho Seco to phase into a new organizational structure. Major changes in this structure include putting electrical, mechanical and instrument & control maintenance under one maintenance supervisor, putting some engineering support directly into that division, and putting the maintenance, operations and health physics sections under one individual, who will be called the Plant Superintendent.
The Plant Super-intendent will report directly to the Manager of Nuclear Operations.

When these organizational changes are completed, the District will review then within the requirements of 10 CFR 50.59(b) and submit to the Commission the l
necessary documentation to update the Technical Specifications to reflect the final organization structure and division of responsibilities.
