Dear Mr. Reid:
On April 8,1976 the Sacramento Municipal Utility District requested an exemption from the requirements of 10 CFR 50, Appendix H, and requested changes to the Technical Specifications relative to operation of Rancho Seco Unit No.1 with reactor vessel surveillance specimens removed for the remainder of the first fuel cycle.
On April 28, 1976 the District submitted a report describing the results of an inspection which had been completed and provided a proposed corrective action for the remainder of fuel cycle 1.
This corrective action involved cutting all three surveillance specimen holder tubes (SSHT's) 100 inches below the top of the core support flange, removing the upper portion, and securing the lower portion from motion by a spring-loaded retaining device loaded into the upper end of each holder tube.
Since this time, generator repairs at Rancho Seco Unit No.1 make it necessary that the unit remain shut down until September 1976.
Since it would be necessary to remove the SSHT's at the end of the first cycle, the District now finds it prudent to take advantage of the extended shutdown to remove the SSHT's at this time. Therefore, the surveillance specimen capsules, the holder train, the SSHT's, and the journal bearings will be removed at this time. The portions of the SSHT's to remain in the reactor vessel are the upper and lower pintals which are attached to the thermal shield and the shroud tubes which are welded to the core support assembly.
Removal of the SSHT's precludes the possibility of wear causing the generation of loose parts.
During the present outage, the shroud tubes and pintals will be inspected to assure they remain in serviceable condition.
It is concluded that operation of Rancho Seco with the surveillance specimen capsules and SSHT's removed is acceptable during the balance of cycle 1.
This change will not be inimical to the health and safety of the public.

f-Mr. R. W. Reid June 21,1976 The Babcock & Wilcox Company is currently designing a replacement surveillance specimen holder tube assembly and intends to qualify its use during hot functional testing at the Toledo Edison's Davis Besse plant.
This qualification testing will not be completed in time for the revised replacement tubes to be installed at Rancho Seco Unit No.1 prior to our anticipated start-up in September 1976.
