Dear Mr. Giambusso:
In accordance with 10 CFR 50.59, the Sacramento Municipal Utility DistrictherebyprrjposestoamenditsoperatingLicenseDPR-54forRancho Seco Nuclear Generating Station, Unit No. 1, by submitting forty (40) copies of Proposed Amendment No. 33 The Proposed Amendment No. 33 ontains changes to the Rancho Seco Unit No. 1 Technical Specifications concerning the Surveillance Standards to determine the Structural Integrity of the Reactor Building.
Please find attached a Technical Specification change that modifies the present wording of Section 4.4.2 to agree with our actual capability as indicated in Section 5.2.5.3 of the Rancho Seco FSAR.
Section 4.4.2 of the Rancho Seco Technical Specification presently requires stressing to.8f's and detensioning three tendons in each of the three directional groups (dome, vertical, horizontal).
The "as built" tendon end anchorage configurations will only allow stressing to.8f's and detension-ing three horizontal tendons.
The cause of the inconsistency between our capability in the area of tendon surveillance as indicated by the FSAR Section 5.2.5.3 and our pre-sent Technical Specification commitment arises from an oversight on our part.
Specifically upon receipt of the applicable AEC Regulatory Guide (1.35) we modified the Technical Specifications (Amendment 27) to agree as closely as possible with the guide.
In so doing we indicated that we could stress to
.8f's and detension the three modified tendont, in each directional group.
This was incorrect.
Prior to issuance of the guide, detensioning was not considered to be a survelliance requirement but was used only as a tool to allow single strand removal.
Since only horizontal tendons must be detensioned to facil-itate strand removal, the ir.stallation of the anchor head shim stack essen-tial to detensioning was limited to three horizontal surveillance tendons.

m Mr. Angelo Giambusso May 23, 1975 it should be noted that the post-tensioning system was installed and the tendon surveillance concept defined prior to the receipt of the AEC Regulatory Guide for inservice inspection of ungrouted tendons in pre-stressed concrete containment structures.
