Docket lio. 50-312 Proposed Amendment flo, 37 Rancho Seco fluclear Ger.erating Station, Unit 1 In accordance with 10 CFR 50,59, the Sacramente Municipal Utility District hereoy proposes to amend its Operating License DPR-54 for Rancho Seco fluclear Generating Station, Unit flo.1, by submitting forty (40) copies of Proposed Arendment flo, 37 This proposed amendment makes changes to Technical Specifications Section 3.3.1,B which require that the core flood tank vent line isolation valve remain closed with the breakers for the valve operator tagged open, As stated in Proposed Amendment flo, 36, dated July 8, 1975, in the section addressing itself to Mr. Robert A Purple's letter of June 13, 1975, the single failure analysis on manually-controlled electrically operated ECCS valves showed that the single failure of the core flood tank vent line isolation valve caused loss of pressure. This loss of pressure and subsequent lowered discharge flow rate was not considered a credible occurrence if the Technical Specifications require that the valve be tagged closed. A similar Technical Specification requirement already exists (Section 3.3.1 B.3) for the core flood tank discharge isolation valves keeping
