The attached report of a routine, announced inspection of construction
activities at the site of the subject project on August 23, 1972 is forwarded
for information. No items of nonconformance were identified during the-
course of the inspection.
You will note that SMUD has retained three Westinghouse employees with PWR
startup experience to assist with activities during the preoperational phase
at Rancho Seco. These personnel should be able to provide the input of
experience to the preoperational test program that is lacking within the
SMUD organization. They also should serve as an effective check on the
B&W startup personnel and proposals. As you know, B&W lacks extensive
experience in startup of their units.
You will also note that unless significant time is gained in construction
activities, it is unlikely that fuel loading will occur during April 1973
as scheduled. A more realistic date appears to be after July, 1973.
