Dear Mr. Book:

In response to your letter of July 16, 1976 describing the inspection conducted by Mr. F. Wenslawski on June 21-25 and 29,1976, the following comments and commitments are made.

m Although no formal structured procedure has yet been established b) for retraining of all plant personnel in health physics, a conclusion should'not be drawn that training in radiation controls has been neglected.

Our program is primarily vested in on the job training, however, in the past two years we have-1.

Conducted a 40-hour classroom and hands-on training for all maintenance and instrument personnel dealing with all aspects of work in radiation controlled areas.

2.

A 60-hour classroom and demonstration program for all Chem-Rad Assistants in proper techniques of radiation controls and concepts of radiological physics.

3.

A 4-hour basic radiation orientation training program for all new employees, most new contracted personnel, and crafts which work in radiation controlled areas.

4.

A half-day training and experience program for use of respiratory protection equipment has been conducted for those employees engaged in activities that may require such equipment.

5.

Weekly safety meetings of maintenance, instrument, and Chem-Rad personnel frequently review health physics aspects of work in progress.

Mr. H. E. Book August 5, 1976 To more fully comply with the strict definition of Section 12.3.2 of the FSAR, we will develop a program on the subject of basic radiation control practices as used at Rancho Seco and plan to put this program in video tape to insure continuity and ready access to those people engaged in the training. This tape will be approximatn'y 1-1/2 hours in length and will be shown together with a discussion by a qualified member of the Chemical and Radiation Control group.

The program will be constructed in such a way that will permit its use for initial health physics training of new employees and for refresher training of all plant personnel on an annual basis. The program's formal description and administrative controls will be defined in a procedure which will be added to our Radiation Control Manual. The generation of the

' tape and equipment necessary to carry out this program will be completed by the end of 1976 and the program will be instituted at that time.
