DOCKET NO. 50-312 The attached report by our field inspector of a visit to the subject construction site on k nuary 26-28, 1971 is forwarded for information. No significant safety problems or deficiencies were identified during the inspection.
Items reviewed included the annual QA program review (proposed PI-4000),
operating organization and training (PI not issued), Class I piping (PI-3800, Attachments F & G), instrumentation and electrical (PI-3800, Attac'iments H &'I).
In our opinion the staff for the operating organization and their proposed training appears to be more than acceptable. SMUD has gone out of their way to hire experience in the nuclear power plant field.
The quality assurance program appears to be functioning in compliance with the QA manual. It also appears to be catching significant deficiencies at the manufacturing plants before the equipment arrives at the site.
In view of Mr. Jackson's experience at Velan Engineering and B&W Canada, CO may wish to take a second look at some of these vendors that have only been audited by." field inspectors" rather than QA engineers. These two vendors had assured SMUD that they had a QA program and had provided tt.em manuals to verify this. However, Mr. Jackson di.; covered that - the programs either existed only'on paper or were not being followed. In contrast Mr. Jackson was very much impressed with the QA p:, ogram in use at B&W's fuel fabrication
