Dear Mr. Engelken:

As described in report A0-75-9, the plant was aperated on April 15, 1975, without meeting the minimum requirements for standby neutron poison in the Concen-trated Boric Acid Storage Tank. Only 9,500 gallons of boric acid (7015 ppm boron) C.N 1 were in the tank when the.eactor was taken critical, below the 10,000 gallons at. a concentration of 7100 ppm boron (or equivalent) that are required. As correc. tive action to prevent recurrence, a Process Standards limit of 20,000 gallons boric acid at a concentration of 7100 ppm boron (no equivalent values allowed) was imposed. This limit has created operational difficulties that are unnecessary. An example is the situation where it is not possible to meet the minimum boron concentration because the CHAST is full, prohibiting addition of more boric acid. There is sufficient boric acid in the tank due to the volume to meet shutdown requirements, a situation permitted by Technical Specifications. To provide greater operational flexibility, a new Process Standards limit has been established, incorporating the use of a curve (see attached) which details acceptable baron concentrations for the volume of liquid present. The use of this new curve will provide an adequate margin within Technical Specifi-cation requirements, without imposing undue operational restrictions. ~ Respectfully, j . n / .f.
