As defined by Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.1, and Regulatory Guide 1.16, Revisi~on.4, /

Section C.2.b.3, the Sacramento Municipal Utility District is hereby reporting the following Reportable Occurrence as RO 76-7.

reported thac, contrary to Specification 3.11.3, several lifts were made over the fuel transfer canal without the use of any approved procedure.

The plant was shut down and the RCS was in the refueling mode with the vessel head removed. No material movements were made over the open reactoi-vessel.

As a safety margin, the limit boundaries are extended to the fuel transfer canal. The use of these hoists to make lifts of materials, personnel or equipment which could not cause fuel damage if dropped over the fuel transfe canal is not restricted by this Specifi-cation.

One of the lif ts over the fuel.ransfer canal reported on April 12 involved a four-ten transfer cask for reactor vessel surveillance specimens.

Other lif ts involved equipment or material too small and light to damage reactor fuel. However, the lift of the cask was in violation of Specifica-tion 3.11.3, and this constitutes a Reportable Occurrence.
