In accordance with Technical Specifications for Rancho Seco Nuclear b'
Generating Station, Section 6.9.1, and Regulatory Guide 1.16, Revision 4, Secti.n C.2.b.2, the Sacramento Municipal Utility District is hereby reporting the following as Reportable Occurrence 77-8.
On July 26, 1977, a sample of the pressurizer was taken, necessi-d tating the opening of the containment isolation valves on the sample line.
When the sampling was completed, it was discovered that the isolation valve inside containment (SFV-70001) would not close. The isolation valve outside '
containment was stroked to verify operability, and an investigation was made as to the cause of the failure. This same valve had recently failed to close during a surveillance as reported in R0-77-7, at which time no cause was determined but the motor operator was suspect. The operator was determined to be the failed component, so the valve was manually closed and will be left in this position until the refueling shutdown. This action is permitted by Technical Specifi-cations Section 3.6.6.
The motor operator is a Limitorque model SMB-000-5.
As a correction

to the information provided in R0-77-7, the valve in question is a 3/4" Weston Hydraulics Part No. 71920.
There was no plant transient associated with this occurrence.
