,M In accordance with Technical Specifications for Rancho Seco Nuclea'r Generating Station, Section 6.9.1, and Regulatory Guide 1.16, Revision 4, Section C.2.b.2, the Sacramento Municipal Utility District is hereby g
reporting the following Reportable Occurrence as RO 77-1.
'v; On February 14, 1977, the monthly synchronization urveillance test of the "A" diesel generator was run. The nuclear service raw water pump failed to auto-start when the diesel was started. The operator attempted to start the pump by the Control Room pushbutton which also was unsuccessful. An operator was then sent to the "A" NSRW pump breaker
,f where he tried to start the pump from the local control switch. When this J.',
failed he moved the control switch to " reset" and heard a relay actuate.
The pump was then started from the local control switch and later from the<
Control Room pushbutton. Normally, for the reset switch to have been effective there must have been a breaker trip signaled by a flag. This flag was not visible, but the control switch apparently reset some type of trip. Following proper shutdown of the diesel, it was restarted and the NSRW pump started properly.
An electrical technician inspected the breaker the following day and he could not locate any failure, and the starting problem could not

be duplicated. The Plant Review Committee reviewed the occurrence on 1

February 18 where it was determined that a flag should have been visible l
for any trip that the local control switch would reset. Since no cause l
of the starting problem could be determined, the Committee recommended

l that the pump be started one time after it had set idle for several days, I
to duplicate the conditions under which it had failed. This check was made on February 22, 1977, the pump operating properl.
