In accordance with Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.1, and Regulatory Guide 1.16, Revision 4, (m)
Section C.2.b.2, the Sacramento Municipal Utility District is hereby reporting,

the following as R0-77-9.
With the plant in cold shutdown for refueling, the refueling interval diesel generator SFAS start and load sequencing surveillance was performed on August 24, 1977. At 1315 an attempt was made to start the "B" diesel which U was unsuccessful. The air motors operated for 10 seconds without a start, after which the automatic lockout shut down the engine. The diesel was checked, bGt no cause for the starr failure could be determined. Proper alignments were verified, the engine was reset, and a second start attempt was =ade.
This time the diesel started within the required 10 seconds, and the surveillance was successfully completed.
No specific cause for the failure could be found, and no further action will be taken as a direct result of this occurrence. The plant is in cold shutdown for refueling, and the "B" diesel generator will undergo its biannual inspection and overhaul (Technical Specifications Section 4.6.3) during the outage. The engine itself, the air start motors, and the governor will be covered in the overhaul, and it is felt that this will correct any existing problems. Following the overhaul, the diesel will undergo appropriate testing to verify operability prior to its return to service.

l' Director of Regulatory Operations Page 2 September 2, 1977 Both the "A" and the "B" diesel generators have experienced start failures in the past, the mast recent being the "B" diesel on September 26, 1976 (RO-76-14). No definitive cause was found then as with previous occur-rences although indications of the need for periodic governor maintenance were found. The "A" diesel was available during this occurrence as a redundant source of emergency power. The "B" diesel generator is a Bruce GM Diesel, Inc.
