Dear Sir:
As defined by Proposed Amendment No.'30 to Technical Spec.ifications for the Rancho Ssco Nuclear Generating Station, Section 6.9.1 and Regulatory Guide 1.16 Rev. 3, Section C.2.B.(3), we are reporting r.he following Abnormal Occurrence as A0-75-11.
On July 14, 1975, it was reported that the isottoic analysis of (p)
Waste Gas Decay Tank D was not performed for the first quarter of 1975, as C/
required by Technical Specifications Table 4.1-3.
Isotopic samples were taken from Tank D on December 20, 1974, June 3, 1975, and July 9, 1975. No samples were taken during January, February, or March as required by Table 4.1-3.
Only a recent interpretation of the Technical Specifications brought
- out the fact that quarterly sampling was required; therefore, this test was not included in any surveillance procedure. Samples were taken prior to the releases as per Table 4.1-3, which es olly occurred at intervals frequent enough to satisfy the quarterly requirement.
This event was caused by the lack of a procedure defining the survesllance schedule correctly. To prevent recurrence of the event, a procedtre will be written and instituted which will provide for the proper sampling of the waste gas decay tanks on a quarterly basis. A log will be kept in the Control Room on the tiank's status to facilitate the determina-tion of the tank during storage.
There was no reactor transient associated with this occurrence.
