Dear Sir:
As efined by Proposed Amendment No. 30 to Technical Specifications

for the Rancho Seco Nuclear Power Station, Section 6.9.1 and Regulatory Guide 1.16, Rev. 3, Section C.2.b.(2), we are reporting the following Abn'ormal Occurrence as A0-75-6.
p On February 22, 1975, during steady state power operation at 92%
power, the "B" auxiliary feedwater bypass valve failed to open during 6
s performance of surveillance procedure SP 210.01C. This valve (SFV-20578) had previously passed the test on October 23, 1974. A local check of the valve and operator did not detect any abnormal conditions. The valve was manually opened and closed from the local station.
Subsequent testing using the automatic operator successfully opened and closed the valve. The i valve was automatically operated four times and the fourth operation wc.
used to formally document completion of the surveillance procedure. The valve will be retested monthly until the next required quarterly test for this valve.
If during these tests the valve operates properly, the surveillance testing will' revert back to the normal schedule. The first retest of this valve on March 31, 1975 was. successful.
Retests will be scheduled for April and May,1975 to complete the accelerated test require-ments.
The valve was manufactured by Anchor Valve Co., size 6 inch, body CF8
-1 rated for 2240 psig. The operator is made by Limitorque, Type SMB, size 00.
There was no transient associated with this Abnormal Occurrence.
