DOCKET No. 50-312 The attached report by our field inspectors of an unannounced visit to the s'ubject construction site on March 22-25, 1971 is forwarded for information.

No significant safety problems or deficiencies were identified during the i

inspection.

Items reviewed included Nonconforming Reports not previously reviewed, the QC program for "other Class I Components" (PI-3800 and PI-4900), the QC program for independent verification that electrical and instrument cables meet design criteria, and r2 cords of-essential variables during welding operations. The proposed inspection of the construction of a site-fabricated pressure vessel was not-possible since the contractor for Class I vessels will not be on-site until July, 1971.

The need.to activate the Management Safety Review Conunittee was again emphasized to SMUD management.

to activate the Conunittee and, as a start, review and approve the proposed technical specifications..

Information obtained during the inspection indicates that SWEPCO TUBE CORPORATION has established procedures for the " rapid" air cooling of stain-less steel pipe, iThe. pipe is required to be " black" within three minutes.

-SWEPCO's statement of practice and a photomicrograph were subsequently obtained ifor review from SMUD. This information was discussed with Messrs. W. J.

Collins and R.'W. Reinmuth, CO:HQ on April 13, 1971.,Mr. Collins stated

.that the etch used will show general structure arrangement but is not considered r

-appropriate to show carbide precipitation'in the grain-boundaries. Striecher's-

~ Reagent-is recommended for this. application and should be applied electrolyti-feally. Further, the magnification shcald probably be 750X or 1000X rather L

than 100X. lMr. Reinmuth stated.that he felt the practice of air quenching l

was being used.by the industry. However, in view of our information, he thelieves that a vendor inspection would be appropriate for the purpose of.

discuss our concerns regarding the testing procedure with Bechtel's antallurgists_and would act accordingly.
