U. S. Nuclear Regulatory Commission Washington, D. C. 20545 Re: Operating License DPR-54 Docket No. 50-312 Unusual Event 75-7
Dear Sir:
\\
As defir.ed by Technical Specifications " Appendix B",
Section 2.6.2.C, we are reporting the following Unusual Event as UE 75-7.
On July 3, 1975, with the reactor in cold shutdown for
-s
[
i turbine repairs, a sample of waste water effluent indicated a pH of
(/
9.15, which exceeds the plant effluent pH limit in Technical Specifi-cations " Appendix B", Section 2.4.
The upper limit is set at a pH of 8.5, or as allowed otherwise by the California Regional Water Quality Control Board. The California Regional Uater Quality Control Board permits the discharge of effluent with a pH equal to that of the dilution water, if that pH exceeds 8.5.
The flow on July 3 was not diverted to the retention basin because the upper limit on the pH meter was set at 9.2 on a previous occasion to allow effluent release when the dilution water pH was 9.2.
To prevent recurrence of this event, the upper limit on the pH meter t'as reset to 8.5, which will cause the effluent to be d'xerted if the pH is in excess of the Technical Specifications limits.
Prior to resetting the limit above 8.5, a temporary change to the Process Standards must be approved by the Plant Review Committee.
There was no plant transient associated with this event.
Respectfully, f, ))d',_g
