Informed licensee management of scope of forthcoming review of SMUD's quality assurance program for the design and construction of the Rancho Seco nuclear power plant.

SUMMARY

An in-depth ir.rpection of SMUD's quality assurance (QA) program for the design and construction of the Rancho Seco nuclear power plant has been scheduled for the week of January 12, 1970. The Compliance plans concerning the proposed inspection were discussed with representatives of SMUD management.

Subjects discussed included the purpose, scope, organization, and inspection techniques relative to the planned inspection.

Meeting Results G. S. Spencer explained the Compliance inspection plan as outlined in the attachment to Mr. J. P. O'Reilly's memorandum dated October 17, 1969, concerning initial quality assurance inspections.

R. T. Dodds discussed the technique of inspection and when and where the inspection would be conducted. The licensee. explained where the various materials and people needed to satisfy the QA audit would be located. At the licensee's suggestion, it was agreed that the inspection would start in SMUD's office in Sacramento, proceed to Bechtel's Vernon office and then to the site and/or SMUD's offices for cleanup items.

Mr. Mattimoe pointed out that their unique agreement with Bechtel would require a visit to the site for discussion and and review with QA engineers, materials control and document control personnel.

Mr. Mattimos, the District officer present, stated that every attempt would be made to have the appropriate personnel available to answer questions and to explain their QA program to the Compliance team during the proposed inspection.
