Dear Mr. DeYoung:
In response to your letter of February 19, 1976, this letter is to inform you of the reasures that the Applicant intends to adopt to meet the requirements of 10CFR 50.34a for the Davis-Besse Nuclear Power Station Unit No. 1.
Applicant will demonstrate by the use of the conservative models and data derived from NRC Regulatory Guides 1.109 and 1.111, formally Draft Regulatory Guides 1.AA and 1.DD, and Draf t Regulatory Guides 1.BB and 1.EE that the operation of the Davis-Besse Nuclear Power Station Unit No. I will be in compliance with 10CFR 50.34a and the design objectives set forth in 10CFR 50 Appendix I.
The following calculations will be made:
1.
Release of radioactive liquid and gaseous ef fluents will be calculated in accordance with the models and equations set forth in Draft Regulatory Guide 1.BB.
2.
Using the release data from Item 1 above, the dispersion models f rom Regulatory Guide 1.111 and Draf t Regulatory Guide 1.EE, the off-site dose to man will be calculated in accord-ance with Regulatory Guide 1.109.
3.
Doses computed in Item 2 above will be compared to the design objectives set forth in 10CFR 50 Appendix I paragraphs A, B and C.
Until the above analyses are complete, it is not possible to firmly determine if any equipment changes will be indicated or appropriate.
However, based on preliminary calcualtions, no equipment changes are anticipated.

- The'information requested by Enclosure 2 to your February 19, 1976 letter will be submitted no later than June 4, 1976. However, since

Davis-Besse Unit No. I has not commenced-operation, no effluent release data can be provided for use in evaluating the source term calculations.
i Therefore, we will only respond to Items 1 through 8 of Enclosure 2.
We believe a meeting with the Staff to discuss the submittal of data and methods of evaluation would be desirable and are ready to meet with you and the Staff at your convenience.
