Dear Mr. Boyd:

We are presently assembling the information to support our reques_. r relief from specified requirements of the ASME Boiler and Pressure Vessel Code,Section XI, for the Davis-Besse Nuclear Power Station Unit 1 as outlined in your letter dated April 22, 1977. The information will be presented in two submittals. The first letter, scheduled for submittal to the NRC in June of this year, will address the pump and valve testing requirements which will be implemented in the first 20--
month inspection interval. The second letter, scheduled for August of this year, will address non-destructive examinations (NDE) requirements of the Class :, 2 and 3 components during the first 40-month inspection interval. to your April 22, 1977 letter requests this information at least 90 days prior to the start of each inspection period.
Since commercial operation is scheduled for August of this year, our submittals cannot meet that request. This has been discussed between our Mr. E. C.
Novak and NRC Licensing Project Manager, Mr. Leon Engle, in a telephone conversation on May 6, 1977. The August submittal concerning NDE for the first 40-month inspection period will actually allow adequate time for NRC review since the first examination under this plan would not be performed until the first refueling. Ti.e June submittal concerning pump and valve testing for the first 20-month period will require a response from the NRC prior to commercial operation since many of the tests will be required during the first week of commercial operation. We will submit the pump and valve information as soon as possible in June to provide you with as much review time as possible prior to commercial operation.
Should this approach not meet four schedules, please promptly notify me or Mr. Novak.
