facility) located in Ottawa County, Ohio. The amendment i.s effective as of the uste of its issuance.

Tne amendment incorp:: rates cuanges in the Administrative Contret aection of tr.e Technical Specifications to reflecc changes in tne cr.;anizational structure at the corporate level of the Toledo Edison Co.ipary.

The amencaent caaplies with the standarcs and requireaents of tile Atonic Energy Act of 1954, as amended (tne Act), and the Coc;r.ission's regulations. The Coauission has maae appropriate findings as required by the Act ino the Connission's regulations in 10 CFR Lhapter I, wilich are set forth in tne license amend. ment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Cocnission has detennined that the issuance of this amenCnent will not result in any significant environmental impact and that pursuant to 10 CFR 351.5(d)(4) an envirerenental impact statement, or negative ceclaration and environmental impact appraisal need not ce prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the applica-tion for amendment dated June 12,1978,(2) Ar.endment 30. 12 to License NPF-3, and (3) the Cocaission's related Safety Evaluation supporting Aaendment No. 12 to License No. NPF-3.
