Nuclear Regulatory Cecr.icsion (the Cc=nission) has issued Amendment No. 2 to Facility Operati.~g Licence No. NPF-3, issued to the Toledo Edison Ccapany ard the Cleveland Clectric Illucinating C~ pany, for oceration of tne Cavis-Besce Nuclear Pcwer Station, Unit No.1 (the facility) located in Cttawa County, Chio. The scenct.ent is effective as of its date of issaance.

R.e amendment reacves a temcorary cerxiition to the license which restricted operation of tne facility in a hot standby mode.

The amend ent cceplies with the stardards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and tne Ccmaission's rules and regulations. The Ccanission has made apcropriate findings as regaired oy the Act and the Corraissien's rules and regulations in 10 CFR Chanter I, which are set forth in the license amendment.

Prior public notice of this amerdnent was not required since the acendment does
