Dear Mr. Stol :
On May 25, 1977, in a letter from myself to you (Serial No. 282) we submitted procedures on the Reactor Protaction System (RPS) that were in accordance with the MIL Standard 19900.
This letter is to clarify this earlier submittal to you and has resulted from telephone conversations with Mr. Leon Engle and Mr. Andy Szukiewikz (i;RC staff members).
In the test procedures rubmitted to the NRC, we stated that during the time the RPS channel is tested it will be observed for any off normal operation of its Class IE function. During the tests we intend to use the bistables that are installed in the RPS channel to detect any off normal operation of the channel's Class IE functions. These bistables will provide the required accuracy and sensitivity to accomplish this.
The analog signals going into the bistables will be adjusted so they are within 2 3/4 percent of the set point on the bistables on the nontripped side of the set point. These bistablea, if they do trip during the test, will latch in and we will determine, using trip lights and contact positions, whether they have tripped during the test. We will also determine after the tests have been concluded that the set point has not been shifted, that there has been no damage to the IE equipment in the channel, and that the response time of the RPS channel has not been degraded by the test.
