RESP O NS IBLE BY NATURE November 8, 2019 ATTN: Document Control Desk U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 Monticello Nuclear Generating Plant Docket No. 50-263 Renewed Facility Operating License No. DPR-22 Update to the Monticello Technical Specification Bases 2807 West County Road 75 Monticello, MN 55362 L-MT-19-049 Technical Specification 5.5.9 Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"), submits this update to the Monticello Nuclear Generating Plant (MNGP)
Technical Specification (TS) Bases. The TS Bases are provided in accordance with Specification 5.5.9, Technical Specification (TS) Bases Control Program," on a frequency consistent with 10 CFR 50.71(e), "Maintenance of records, making of reports."
Revision 54 of the MNGP TS Bases is enclosed. The changes to the TS Bases in the intervening revisions (Revisions 50, 51, 52 and 53) between submittals are included in Revision 54. A list of the changes to the TS Bases is provided in Table 2, "Technical Specification Bases Record of Revisions," located near the front of the TS Bases file enclosed (001_ TS Bases.pdf).
Summary of Commitments This letter makes no new commitments and no revisions to existing commitments.
