SUBJECT:
REGULATORY GUIDE During the 667th meeting of the Advisory Committee on Reactor Safeguards, October 2-4, 2019, the Committee considered the following Guide. No response to this memorandum is requested.
Regulatory Guide Draft Guide (DG)-1287, An Approach for Plant-Specific, Risk-Informed Decisionmaking:
Technical Specifications, which is the latest proposed revision to Regulatory Guide (RG)-1.177 of the same name. (no review)
Committee Notes:
- 1) The revised DG changed the often used term traditional engineering to deterministic engineering. This is a minor change, except DG-1287 no longer matches the language in Regulatory Guide (RG)-1.174, An Approach for Using Probabilistic Risk Assessment in Risk-informed Decisions on Plant-specific Changes to Licensing Basis, which still uses the term traditional engineering, and
- 2) neither version of DG-1287 uses the specific citation in RG-1.174 to an Integrated Decisionmaking process, a phrase the Committee helped develop and finds essential to risk-informed decision making. To be fair, the text of the RG forces users to that process.
