Houston, today expects to execute in Chicago a settlement agreement which resolves the issues in this proceeding as between Houston, Central and South West Corporation [CSW) and Texas Utilities Generating Company [TU]. A copy of that agreement will be presented to the Board at tomorrow's conference. Below we report further on the course of the negotiations over the last thirty days and briefly indicate the prospects for further settlement resolution. A-s Recently, it became apparent that additional progress was dependent in large part upon Houston, CSW, and TU being able to resolve the differences between them which initiated this controversy. After intensive and almost daily negotia-tions, these parties finally were able to reach a mutually satisfactory agreement over this past weekend. As noted above, that agreement is being formally executed today. With the pivotal Houston /CSW/TU dispute now settled, the way is cleared for further substantial progress. In the time intervening since reports were last filed, Houston and the Staff have significantly narrowed their differences on the interconnection question, and Houston believes that, with the l major dispute between the private parties settled, there is genuine reason to believe that these differences may be resolved. Indeed, it is our understanding that discussions are proceecing l forward today between the Staff and TU. Negotiations with the Department have resulted in some progress, though no agreement has been reached. However, now that the interconnection matter has been settled between the major private disputants, additional. discussions would seem potentially beneficial. Both of the previous extensions of time authorized by the Board have borne fruit. As indicated above,-there is reason to believe - that a further extension may winnow the proceeding even more. 'Accordingly, Houston submits.that a further extension
