Dear Mr. Seyfrit:

River Bend Station Unit 1 Docket No. 50-458 Gulf States Utilities has completed its review of the potential 10CFR 50.55(e) reportable deficiency with regard to the diesel generator building concrete mat " cold joint". This I review indicated that the halting of the concrete placement l resulting from equipment failure at the main concrete batch plant I did not represent a breakdown in the Quality Assurance program, nor did it result in any significant safety problem. A structural analysis of the affected section of the mat indicated that this I unplanned construction joint does not impair the structural in-tegrity or performance of the mat.

Based on this review, Gulf States does not consider the diesel generator building concrete mat " cold joint" as a 10CFR 50.55(e) reportable deficiency. This concludes our response to this item.
